 n order to commemorate the International Day for persons with disabilities 2020, a mega event was organised at Zaiba Aapa Institute of Inclusive Education Bijbehara - a school for children with disabilities in south kashmir. Shree Atul Kumar Goel Deputy Inspector General South Kashmir Range was the Chief Guest on the occasion. Ms, Rafia Hassan Khaki, Secretary Legal Service authority Anantnag, Mr Abdul Rabb Shaad Chief Education officer Anantnag Ms Shaheena Nida President Municipal Committee Bijbehara, Mr. Tariq Bashir Khan and Sammiya Hassan were guests of Honour.

Speaking on the occasion, Samiya Hassan said that there are numerous role models in Disability Sector which have created path for the development of persons with disabilities.
Mr Tariq Bashir Khan Assistant professor, Department of History, Government Degree College Utrusoo said the technology has changed the future of persons with disabilities and all families possessing the children with disabilities should accept their family members with disabilities and connect them with technology.
Talking on the occasion Ms Shaheena Nida Said that persons with disabilities have created history throughout the World by performing best in the Society. We need to integrate with the disability sector and formulate disable friendly policies for persons with disabilities, Nida added.
Ms Rafia Hassan Khaki Secretary legal services authority said that persons with disabilities should never give up but actively participate in all activities. I underwent the interview of Dr Anam who despite being a spinal cord injured has been rendering her services as psychiatrist. Dr Anam has been pursuing research and has accepted physical disability as her overall ability, Thus all the persons with disabilities should follow path of development and empowerment, Rafia Khaaki added.

Welcoming the guests and explaining the aims and objectives of the celebration of world Disability Day, Javed AHmad Tak Founder of Humanity Welfare Organisation HElpline (NGO) and Zaiba Aapa Institute of Inclusive Education said that World Disability Day has been designed by United Nations in 1992. under a resolution 47/3. Every year a theme has been created and this year the theme was Building Back Better - An inclusive, Accessible and Sustainable post COVID 19 world. As COVID situation was so worst and completely odd for persons with disabilities , there was disconnection of education and other therapies, so a big gap has been created which needs to be filled in coming year. Every year in December the review of programmes implemented for persons with disabilities are created. After that new goals are fixed in order to empower the persons with disabilities and that are worked upon in the new year. Thus the celebrations are made on 3rd December what has been already done.

Whole disability sector of J&K through Humanity Welfare organization HElpline expresses satisfaction and gratitude over the decision and requests the Lieutenant Governor Moanoj Sinha to direct all stakeholders to impement the Rights of persons with Disabilities Act 2016 and wet the rules of RPWD Act pending with Law Department since years. In rest of the Country the Disability Act has been enjoyed by the Disability Sector but Jammu Kashmir is the only place where persons with disabilities are not getting benefits of Rights of persons with Disabilities Act 2016

Celebrating the power of the human spirit and the virtues of inclusivity, on a day that marked the 125th birth anniversary of Dr. Babasaheb Ambedkar and also Baisakhi festivities, Limca Book of Records galvanized forces towards making India an inclusive and accessible society.

At the event hosted at Stein Auditorium, India Habitat Center, the Record book’s editorial team, following its long established tradition, announced a list of 15 PwDs, as the “People of the Year (PoY)” 2016. By doing so, Limca Book of Records wanted to showcase examples of people who did not allow physical disability to become an impediment to success.

Born visually impaired in a poor family in Rajasthan, he managed to continue his studies with the support of his elder brother who was also visually impaired. He excelled in his studies and was the first visually impaired candidate to qualify in the SSC Hindi shorthand and stenography examination. Currently a Senior Manager with Punjab National Bank, Khan is also a singer and composer with many stage performances and over 50 music compositions. He has been invited in the panel of judges at national level music competitions for visually impaired persons. He received the National Award for the Welfare of Persons with Disabilities in 1989.

A national volleyball player from Lucknow, UP, she lost one of her legs when some robbers pushed her out of a moving train in 2011.Two years later, with a prosthetic leg on, she became the first woman amputee in the world to climb Mount Everest on May 21, 2013. She went on to conquer the highest peaks on other continents too. Her book titled Born Again on the Mountain was launched in 2014. She was awarded Padma Shri in 2015.

Bruised and maimed by a militant attack in Kashmir in 1996, which left him a wheelchair bound paraplegic with 100% disability and a host of other related problems, Javed turned his adversity into a mission. He started Humanity Welfare Organization Helpline, an organisation that caters to the needs of people with disabilities and creates awareness through sensitisation programmes. His legal activism has restored several rights of the disabled in the state. Javed received the national award for working for ‘Welfare of Persons with Disabilities in 2004’ and many other honours.

Despite 100% permanent sight disability, Aayushi completed her LLB at 19 years and LLM at 21 years and became the first visually-challenged advocate enrolled at the Rajasthan High Court. She achieved the virtually impossible in November 2012, at 21 years, also becoming the youngest and first visually-challenged woman to be admitted to the Bar Council of Rajasthan.

His contributions in the field won him many awards, including the Dhanvantari Award and Padma Shri in 2002 and the Padma Bhushan in 2012.

A polio victim with 90% disability, Ramsurat of Jalpaiguri, West Bengal travelled 23,000 km by tri-cycle visiting various territories of India as a messenger of peace. He started the challenging journey on Feb 16, 2010 and completed it on Feb 10, 2011. In 2012, he established an NGO, Adarsh Viklang Kalyan Samiti. He was honoured with the State Handicap Award as a role model on Handicap Day in Kolkata on Dec 3, 2013.

Born visually-challenged in a poor, rural family in Karnataka, Ashwini experienced discrimination and physical and mental abuses as a child due to her disability. Despite these odds, she graduated in 2012 at the top of her class. For her work with disabled people, she received the UN Special Envoy for Global Education’s Youth Courage Award for Education in 2013. After working as a National Facilitator for the Young Voices Project, she set up the Ashwini Angadi Trust under which she runs Belaku Academy for young visually-challenged girls.

Rajanna who lost his limbs to polio in his early childhood became the first differently-abled Commissioner of the State Department for Disabled in Karnataka in September 2013. As a paraplegic sportsperson, he had won the gold medal in discus throw at the 2002 Paralympics and also a silver medal in swimming. As a diploma holder in Mechanical Engineering, he also had started his own enterprise providing employment to 350 persons, including the physically challenged.

Major D P Singh who lost his right leg during the Kargil war and suffered partial hearing loss and internal derangement of his left knee, has been finding joy in running marathons with blade prosthetics since 2009. Starting with his first half marathon in Delhi on Nov 1, 2009, he has participated in many such races including the 3rd Himalayan Running and Living XC marathon (21 km) at high altitudes (8,700 ft) in Kinnaur, HP on May 2, 2014. He has also achieved a feat by trekking up to 10,000 ft (from Batseri Village to Mastrang ITBP Camp and back in 3 hr).

Saylee was diagnosed with mild mental retardation at birth but completed her studies. She had started learning Kathak at the age of nine. Later she joined Shiamak Davar’s dance institute in 2007 and trained in contemporary dance forms. She has been performing in various dance competitions, starting with Akhil Bharatiya Sanskrutik Sangh’s Multilingual Dance and Drama Competition. In 2010, she won a bronze medal at the 8th Global Olympiad Dance Competition in Bangkok.

The 14-year-old Ranveer, autistic by birth, is one of the youngest golfers at Special Olympics Bharat. He, along with his Unified partner Monica Jajoo, won the gold medal in Golf (Level 2) at the World Special Olympics held at Los Angeles in 2015, becoming the first Indian to do so. He also won two gold medals in his first representation in the Special Olympics Asia-Pacific Golf Masters at Macau in 2013 and another gold in 2014 (team).

Zamir Dhalezamir
Zamir is a deaf-blind person who cannot see, hear or talk but, through years of toil and by sheer grit he has overcome the disabilities to work as effectively as any other. Highly tech savvy, he communicates using a special software on his laptop/mobile. Working as a consultant with Sense International-India, he is actively involved in developing and implementing advocacy plans. He also heads Udaan, a national network for adult deaf-blind and multi-sensory impaired people in India.

Whilst working in the corporate sector in Kenya, he suffered a bullet injury which left him with a visual disability. He rejoined the corporate sector. He then moved to the disability sector and has been working for 13 years with disability rights as his core area of work. He has worked towards building legal knowledge of rights of persons with disabilities, supporting their advocacy by providing legal services and aid. He has challenged systemic violations by filing PILs in High Courts and the Supreme Court. He has authored a compendium titled Disability and the Law. In 2010 the Ministry of Social Justice and Empowerment nominated him to an expert committee constituted to draft a new disability law. He is now Asia Pacific head for the Disability Rights Promotion International.

Venkatesh is 4 ft 2 inch tall and due to his short stature had to face lot of difficulties but he braved all and decided to excel in sports and started off with chess in school. In 2005 he became the first Indian athlete to represent India at the IV World Dwarf Games. He won six medals in the Games – two gold, one silver and three bronze – in athletics and badminton games (singles and doubles). He is also the secretary of the Dwarf Sports Association of India.
Radhika Chand
radhikachand1Born with Down’s syndrome, Radhika studied in special schools in Delhi, Mumbai, Hong Kong and Sydney. In Sydney, she started painting using a combination of watercolors and acrylics. She has had 10 solo exhibitions since 1992 and participated in several group shows. She has been associated with the Vasant Valley School, Delhi for over 20 years – 15 years in the junior art department and later in the arts and crafts department for special children in the senior school. In 2012, Radhika was conferred the NCPEDP-Shell Helen Keller Award for ‘helping to create opportunities for employment for persons with disabilities’.

Hailing from south Kashmir’s Bijbhehara village, Javaid Ahmad Tak was a normal child 18 years-ago. But on the night of March 21, 1997, when conflict was at its peak in Kashmir, his life changed forever as bullets pierced his spinal cord and made him permanently disabled.
As the world observes the International Day of Persons with Disabilities, Javaid remembers the day that changed his vision and made him realise the plight of disabled persons and inspired him to work for their rights.
“I thought I won’t survive. It took me three years to recover so that I could use a wheel chair. My spinal cord was damaged by the bullets,” says Javaid, now 42, who is running an NGO— Humanitarian Welfare Organisation— based in south Kashmir.
Javaid, overlooking his disability, has been trying to advocate the cause of persons with disabilities in Kashmir.
“I used to give free tuitions to underprivileged children in my village as well as encourage people with disabilities to seek their rights because most people are unaware of them,” Javaid said.
After giving free tuitions to the students, he felt the need to help specially-abled children and opened a school ‘Zaiba aapa’, which has 75 students and the first batch has passed Class VIII.
He said nearly two lakh persons in Kashmir have been permanently disabled in the two decades of conflict.
“There are natural disabilities in every part of the world, but in Kashmir, the conflict has added two lakh more to the disability figures. I filed an RTI in 2010 in which I got to know that 900 people suffered permanent disabilities during the summer unrest,” he stated.
The injuries did not stop Javaid’s life. He pursued his dream of getting a Master’s degree in social work and continued to work for people who were suffering like him.
“I really struggled hard to study, it was a difficult dream to pursue. Whatever happened with me, I wanted to help people with disabilities. I have done hundreds of advocacy programmes for differently abled people who continue to be ignored by the government,” he said.
Javaid has received dozens of awards for his work at the national and state level. “After suffering disability, my vision changed. I am really hurt to see how the problems of the disabled person are being ignored. Even if a disabled person is educated and is sitting on a wheel chair, they treat him as a beggar. The disabled people suffer disability as well as social stigma. The world makes sure that every moment they feel they are different from the rest of the world and are not let to lead normal lives,” Javaid claimed, disappointed with the callousness of the government towards the plight of disabled people.
His efforts were acknowledged by Prime Minister Narendra Modi on his radio show ‘Mann Ki Baat’ this week. Modi congratulated Javaid for doing the commendable work and said he had become a ‘messiah’ for the disabled people. The PM announced that his devotion would be specially remembered on the occasion of disability day on December 3.
Though the government census puts the figures of disabled persons in Kashmir at 3.6 lakh, Javaid claimed he had identified nearly eight lakh persons with disabilities in Kashmir.
“The figures are much higher than shown by the government. Data collected by my NGO shows the figure is eight lakh,” he claimed.
Javaid believes that the schemes of the government do not reach the needy and there is no infrastructure for the disabled persons in the Valley.
“There is no awareness about the schemes among the disabled persons. The government has been ignoring their plight. They are discouraged and discriminated against. The government talks of schools for disabled but there are no facilities anywhere,” he claimed.
The government has no time to think of rehabilitating disabled persons in the Valley, Javaid added.

Govt fails to implement pension enhancement order for handicapped

SRINAGAR, Dec 7: Over nine months have passed since the Government announced increase in the monthly pension of severe physically challenged persons but the order has not been implemented so far due to “non-availability” of funds.
The State’s Finance Minister Haseeb Drabu had made the announcement in previous budget session of State Assembly on March 25 regarding increase of Rs 600 in the monthly pension of the handicapped. The State Government has been providing social security pension to many underprivileged sections of society and persons with disabilities get Rs 400 per month pension under Integrated Social Security Scheme.
However, the new budget session is approaching but the order has not been implemented, drawing flak from the disabled persons of the State. Sources said that the Finance Department has no funds as of now to pay enhanced pension to the disabled.
As per 2011 census, the State has around 3.6 lakh persons with disabilities. However various researches depict that the State has around 6 lakh persons with disabilities with 1.2 lakh orthopaedic disable persons and around 90000 persons facing mild to severe types of mental illness disabilities, said a prominent disability activist, Javaid Ahmad Tak, whose contributions in upliftment of physically challenged were even hailed by Prime Minister Narendra Modi in his ‘Mann Ki Baat’ radio programme.
Expressing dismay over the non-implementation of the order, Tak said it depicts the “non-serious” attitude of the Government. “A month ago we met Finance Minister regarding the matter but he told us that they don’t have funds as now. We will release it once the funds would be available,” he said.
The handicapped persons who spoke to Excelsior lamented the Government for non-implementation of the order. “It is ironical that the Government cannot even pay us meager amount of Rs 1,000 per month. We have been already ignored by the government in various sectors. They should release funds on priority basis,” said Abdul Wahid, a handicapped person hailing from Srinagar outskirts. The disabled persons are also demanding that the criteria for getting enhanced pension should be above 40 percent disability instead of 60.
Besides, the severe physically challenged persons also demanded increase in the pension of severe at par with other States of the country. “In many States the social security pension is around Rs 1000 in case of mild to moderate type of disabled people but in case of severe disable people the social security pension amount is Rs 2000 in order to meet various medical and social needs,” said Tak, who runs a middle school for disabled children in south Kashmir’s Bijbehera Township of Anantnag district, adding “in upcoming budget the State should allocate funds for disabled separately.”
Despite repeated attempts, neither Finance Minister nor Minister of State (MoS) Social Welfare could be reached for their comments.
However, Director Social Welfare, Hashmat Ali Yatoo said that the process to implement the order is underway and it would be taken to its logical end soon. “There are certain things which we need to sort out before disbursement of funds. We will not deprive the deserving handicapped persons from their pension and the order would be implemented soon,” he said.

New Delhi: In a much-needed relief to the physically-challenged persons availing concessional rail fares, Railways has rationalised provisions for allotment of berths in a sleeper class under such quota by earmarking middle seat for the accompanying passenger.
As per the revised provisions, which are to come into effect from December 22, there will be two types of physically-challenged quota of two berths each — one lower and one middle — in the same cabin.
One will be for physically challenged persons who can utilise concession only when accompanied by an escort and the second for those for whom it is optional to take an escort with them, Railways announced in a release today.
It has also been decided that whenever a physically handicapped person books ticket on concession and if no berth is available in handicapped quota, the system will automatically try to allot the lower berth to the travelling passenger and middle berth to escort, subject to availability of same at the time of booking, the release said.
These changes were necessitated following some cases of the handicapped persons for whom it is optional to take an escort were not allowed to book single berth against this quota on the ground that the second berth will go vacant (as middle berth cannot be allotted to physically handicapped persons) was brought to the notice of the Railway Ministry, it said.
This issue has now been examined by the Ministry of Railways and further rationalisation has been done to ensure optimum allotment and utilisation of handicapped quota, the release said.
According to Railways, the berths for the physically handicapped persons, who can utilise concession only when accompanied by an escort, can be booked on first come first serve basis.
Similarly, for those handicapped persons having option of taking an escort, the berths will be booked together (in the same cabin), it said.
The release also said that at the time of preparation of reservation charts, the untiled lower berths under this quota can be released to physically handicapped passenger(of either category who were kept in general waiting list due to exhaustion of their quota), single senior citizen travelling alone on priority or to waitlisted passengers as per priority.
