Inclusive policy in Education for Children with disabilities

Introduction 
Disability means when a person has lack of a ability to perform functions what we expect from a physically or mentally fit person
 A person facing polio cannot run or cannot lift a heavy load and move. Thus we can say he is person with locomotor disability.

A person who cannot listen to voices and is unable to give instructions. He is called person with hearing and speech disability.

A person who is not a able to think or learn things or seek education is known as person with intellectual disability

But there is no evidence or example where we can say a person is unable to do anything. So a person with disability is a human facing some specific inability. Which can be ninimised or compensated with the help of Aids or appliances or some assisitive,/ supportive devices.

Disability is a challenge from almighty Allah the creator that you are one among big chunk of people having everything. But   you are not given Eyes/ legs/ fit brain/ power to hear let u show other humans how to manage life. Like a vehicle loses a nut bolt, its window pane breaks would we agree now it is not a vehicle. Obviously it is with some minor deficiency.

Inclusion is the solution to empower children with disabilities. Educational inclusion is highly needed to ensure education for all.  Otherwise raising slogan of 100% literacy is fake and unjustified. 
Inclusion means that no one is left behind and inclusive Education means to cater the educational needs of every student irrespective of caste creed religion sex and economic background. We cannot ignore our own child when he is not possesing colour of our choice. We will never prefer to segregate our one child from other children when he harsh in behaviour. We cannot keep our own child hungary because his mouth is not having proper alignment or he has no hands. Instead we will start the innovative methods to feed him best meal than other children. The child who is weak or sick is given more care in family in order to make him feel comfortable.

Today in government schools there is big hunt for Enrolment. Let us start prioritising the children with disabilities and other underprivileged children and start imparting Education to them through innovative Methods we will be 100% successful to retain the Enrolment. There will be a faith generaton for government teacher and government school that they imparted education to children neglected and underestimated by society, so they can give charm to our creamy layer and make them more presentable and worth giving back towards social development. 
So we need 
*Early Identification*
*Early Acceptance*
*Early Intervention*

Then to start with a teacher needs to remove barriers. 
Make school compound accessible.
Make school Entrance Accessible 
Make classrooms Accessible 
Make wash station and drinking water facility accessible
Make toilet completely accessible

Then we need to start need assesment of children with disabilities. We need to place 
A child facing blindness near the point where light and ventilation is available

A child with hearing and speech disability in first row where he can keep complete eye on lips and actions of teacher.

A child with physical disability near the door so that he comes in goes out of class freely without disturbing whole clsss or being left inside class at back when there is emergency call like valcano tremors or breakage of roof. 

Then start availability of learning material. Now soft books can be uploaded on mobile phone. Braille books are available with Samagrah shiksha and abacus and other things are a available on online shopping. 

For deaf and mute we can use youtube channels as tool to get lessons in sign language. 

At a minimum we can start these things.

We should write to zonal Education officers continuous basis.
We can utilise the service of special Educators or resource persons available with Samagrah Shiksha at district level. 

We can consult NGOs or individuals having know how of disability. 

The first need of child with disability for his legal identity as person with disability is Disability certificate that is being issued by the Medical Board available on some specific day in a week. Like medical board is available on Wednesday at Anantnag. The process is little bit different now. We have to fill online from for disability certificate on website www.swavlambancard.gov.in. then seeking a registration number we need to approach medical board. The doctors in medical board give collctive report and upload the disability certificate online. Thus alongwith disability certificate a unique  disability identification card or UDID card gets generated. Under that card all benifits and relaxations will be given to persons with disabilities in whole country. 

It is human duty of a teacher to help a student with disability to seek online disability certificate and a UDID card. 

The important responsibly of a teacher and ministerial staff is to know all circulars and orders related to disability from Education department in light of Right  to Education and the circular of relaxation from SCERT DIET & J&K Board of school Education. 

The clerk and teachers sshould know about circulars that

Children with disabilities are  exempted from all types of examination fee.

There is facility of scribe / amanuensis or helper for children with disabilities during exams for upper limb disabled and students facing blindness or weakness in arms due to cerebral palsy or neurological disorders.

There is provision of extra time of 20 minutes per hour for children with disabilities.

There is a soecific scholarship available for students with disabilities with minority affairs and social welfare department also.

The school needs proper consultation with Board of school Education while submitting secondary and higher secondary school examination forms.

From peon to principal everyone has role in staff of a school or educational institution to keep high support system for children with disabilities. 

We need multidisciplinary team to deal with children with disabilities. 

We need peer counselling to create Association of children with disabilities with non disable children. 

We need to create sense of belongingness among disable and non disable children. 

Our duties as teacher are vast sometimes more than a parent to empower students with disabilities. We need to know them. So we should hold an exclusive meeting on disability issues in our institutions. Formulate plans, implement them and take review what to do next. 

The students with disabilities need to part of picnics, school programmes, innovations, science exhibitions, seminars, debates rallies and discipline committees. Cant we make him monitor of class for a day? 

Census 2011 says there are around 361750 persons with disabilities in J&K but non governmental organisations and researchers in sociology say that around 10% of Jk population is facing one or other type of disability. Because conflict, road transport accidents various diseases and cross boarder shelling has added to the disability chart of J&K. 
 
As per rights of persons with disabilities Act 2016 there are 21 types of bench mark types of disabilities. These includes

So these disabilities have been classified into 4 types of  main disabilities to provide 4% reservation in jobs and 5% reservation in Education admissions.
These groupings are 

a) blindness and low vision;

(b) deaf and hard of hearing;

(c) locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attacks victims and muscular dystrophy;

(d) autism, intellectual disability, specific learning disability and mental illness

 As a person with disability and living in hilly terrain of Kashmir in India I feel that disaster management is not inclusive at all. It needs immediate inclusion by following ways


There should be international standards and policy for handling of persons with disabilities during disasters.

The disaster management policy should include all types of persons with disabilities

The training of manpower to deal and rescue people should be trained well in handling persons with sll types and age group of persons with disabilities including women.

There should be mapping of persons with disabilities that too connected with GPS system so that during disasters they could be located and rescued

The rescued persons should be accommodated reasonably at places with availability of accessible information and aids and appliances. There should be privacy maintenance parameters and access to  medicines as well

creating awareness of stake holders, NDRF & SDRF TEams and persons with disabilities is highly needed

 n order to commemorate the International Day for persons with disabilities 2020, a mega event was organised at Zaiba Aapa Institute of Inclusive Education Bijbehara - a school for children with disabilities in south kashmir. Shree Atul Kumar Goel Deputy Inspector General South Kashmir Range was the Chief Guest on the occasion. Ms, Rafia Hassan Khaki, Secretary Legal Service authority Anantnag, Mr Abdul Rabb Shaad Chief Education officer Anantnag Ms Shaheena Nida President Municipal Committee Bijbehara, Mr. Tariq Bashir Khan and Sammiya Hassan were guests of Honour.

Speaking on the occasion, Samiya Hassan said that there are numerous role models in Disability Sector which have created path for the development of persons with disabilities.
Mr Tariq Bashir Khan Assistant professor, Department of History, Government Degree College Utrusoo said the technology has changed the future of persons with disabilities and all families possessing the children with disabilities should accept their family members with disabilities and connect them with technology.
Talking on the occasion Ms Shaheena Nida Said that persons with disabilities have created history throughout the World by performing best in the Society. We need to integrate with the disability sector and formulate disable friendly policies for persons with disabilities, Nida added.
Ms Rafia Hassan Khaki Secretary legal services authority said that persons with disabilities should never give up but actively participate in all activities. I underwent the interview of Dr Anam who despite being a spinal cord injured has been rendering her services as psychiatrist. Dr Anam has been pursuing research and has accepted physical disability as her overall ability, Thus all the persons with disabilities should follow path of development and empowerment, Rafia Khaaki added.
In his presidential speech Shree Atul Kumar Goel Deputy Inspector general South Kashmir range Atul Kumar Goel said, Humanity Welfare organisation Helpline has been working tirelessly for the empowerment of persons with disabilities. It popularity is rich and it always takes the administration, security agencies and stakeholders on board to empower persons with disabilities. POlice Department honours those agencies who work honestly like HWOHL and we will always work with these organisations for the upliftment of underprivileged, Goel added.
Welcoming the guests and explaining the aims and objectives of the celebration of world Disability Day, Javed AHmad Tak Founder of Humanity Welfare Organisation HElpline (NGO) and Zaiba Aapa Institute of Inclusive Education said that World Disability Day has been designed by United Nations in 1992. under a resolution 47/3. Every year a theme has been created and this year the theme was Building Back Better - An inclusive, Accessible and Sustainable post COVID 19 world. As COVID situation was so worst and completely odd for persons with disabilities , there was disconnection of education and other therapies, so a big gap has been created which needs to be filled in coming year. Every year in December the review of programmes implemented for persons with disabilities are created. After that new goals are fixed in order to empower the persons with disabilities and that are worked upon in the new year. Thus the celebrations are made on 3rd December what has been already done.
on the occasion food kits, sewing machine and hot water bottles were distributed among families possessing persons with disabilities under mission Wushnaire through KASHMIR WELFARE TRUST Srinagar.
A number of capacity shows of children with disabilities were showcased in the programme that surprised the participants in the programme.
A number of media channels were awarded on the occasion who highlighted the issues of persons with disabilities from time to time.

Ms saima Bashir a post Graduate Teacher in Human development subject was awarded best General line teacher award who according jury has been working selflessly for the education and overall development of persons with disabilities.

 Srinagar, November 29 (KIP)- Javed Ahmad Tak Honorary Chairman Humanity Welfare Organisation HELPline expressed gratitude to Manoj Sinha,Lieutenant Governor of J&K, BVR Subramanyum IAS, Manoj Divedi IAS Secretary to Government General Administration Department the Chief Secretary of Government of J&K and Farooq Ahmad Khan Advisor to Lieutenant Governor of J&K for giving green signal to the formation of Expert Committee for Employment of persons with disabilities under RPWD Act 2016 and the Advisory Board for Safeguarding the Rights of persons with disabilities.

Both the orders available on the jkGAD website are the best gift on the eve of approaching World Disability Day on 3rd December - 2020, Both the orders have been a way forward to empower persons with Disabilities of Jammu & Kashmir.
The recruiting agencies are now bound to serve the accurate reservations in favour of persons with disabilities. All difficulties faced by the persons with disabilities could be now minimised to the maximum extent after these committees will start meeting and passing the recommendations.
Javed Ahmad Tak said that the Disability sector of J&K is highly obliged with these decisions and we extend high gratitude to all the stakeholders who took the efforts of such kind to empower the persons with disabilities.

Whole disability sector of J&K through Humanity Welfare organization HElpline expresses satisfaction and gratitude over the decision and requests the Lieutenant Governor Moanoj Sinha to direct all stakeholders to impement the Rights of persons with Disabilities Act 2016 and wet the rules of RPWD Act pending with Law Department since years. In rest of the Country the Disability Act has been enjoyed by the Disability Sector but Jammu Kashmir is the only place where persons with disabilities are not getting benefits of Rights of persons with Disabilities Act 2016

Limca Book of Records People of the Year 2016- Celebrating the Spirit of Differently-abled

Celebrating the power of the human spirit and the virtues of inclusivity, on a day that marked the 125th birth anniversary of Dr. Babasaheb Ambedkar and also Baisakhi festivities, Limca Book of Records galvanized forces towards making India an inclusive and accessible society.

At the event hosted at Stein Auditorium, India Habitat Center, the Record book’s editorial team, following its long established tradition, announced a list of 15 PwDs, as the “People of the Year (PoY)” 2016. By doing so, Limca Book of Records wanted to showcase examples of people who did not allow physical disability to become an impediment to success.

Born visually impaired in a poor family in Rajasthan, he managed to continue his studies with the support of his elder brother who was also visually impaired. He excelled in his studies and was the first visually impaired candidate to qualify in the SSC Hindi shorthand and stenography examination. Currently a Senior Manager with Punjab National Bank, Khan is also a singer and composer with many stage performances and over 50 music compositions. He has been invited in the panel of judges at national level music competitions for visually impaired persons. He received the National Award for the Welfare of Persons with Disabilities in 1989.

A national volleyball player from Lucknow, UP, she lost one of her legs when some robbers pushed her out of a moving train in 2011.Two years later, with a prosthetic leg on, she became the first woman amputee in the world to climb Mount Everest on May 21, 2013. She went on to conquer the highest peaks on other continents too. Her book titled Born Again on the Mountain was launched in 2014. She was awarded Padma Shri in 2015.

Bruised and maimed by a militant attack in Kashmir in 1996, which left him a wheelchair bound paraplegic with 100% disability and a host of other related problems, Javed turned his adversity into a mission. He started Humanity Welfare Organization Helpline, an organisation that caters to the needs of people with disabilities and creates awareness through sensitisation programmes. His legal activism has restored several rights of the disabled in the state. Javed received the national award for working for ‘Welfare of Persons with Disabilities in 2004’ and many other honours.

Despite 100% permanent sight disability, Aayushi completed her LLB at 19 years and LLM at 21 years and became the first visually-challenged advocate enrolled at the Rajasthan High Court. She achieved the virtually impossible in November 2012, at 21 years, also becoming the youngest and first visually-challenged woman to be admitted to the Bar Council of Rajasthan.

Wheelchair-bound since eight years due to polio, he rose to become a prominent oncologist who introduced Hematopoietic Stem Cell Transplantation in India with the first successful bone marrow transplant on a leukemia patient. His contributions in the field won him many awards, including the Dhanvantari Award and Padma Shri in 2002 and the Padma Bhushan in 2012.

A polio victim with 90% disability, Ramsurat of Jalpaiguri, West Bengal travelled 23,000 km by tri-cycle visiting various territories of India as a messenger of peace. He started the challenging journey on Feb 16, 2010 and completed it on Feb 10, 2011. In 2012, he established an NGO, Adarsh Viklang Kalyan Samiti. He was honoured with the State Handicap Award as a role model on Handicap Day in Kolkata on Dec 3, 2013.

Ashwini Angadiashwini2
Born visually-challenged in a poor, rural family in Karnataka, Ashwini experienced discrimination and physical and mental abuses as a child due to her disability. Despite these odds, she graduated in 2012 at the top of her class. For her work with disabled people, she received the UN Special Envoy for Global Education’s Youth Courage Award for Education in 2013. After working as a National Facilitator for the Young Voices Project, she set up the Ashwini Angadi Trust under which she runs Belaku Academy for young visually-challenged girls.

Rajanna who lost his limbs to polio in his early childhood became the first differently-abled Commissioner of the State Department for Disabled in Karnataka in September 2013. As a paraplegic sportsperson, he had won the gold medal in discus throw at the 2002 Paralympics and also a silver medal in swimming. As a diploma holder in Mechanical Engineering, he also had started his own enterprise providing employment to 350 persons, including the physically challenged.

Major D P Singh who lost his right leg during the Kargil war and suffered partial hearing loss and internal derangement of his left knee, has been finding joy in running marathons with blade prosthetics since 2009. Starting with his first half marathon in Delhi on Nov 1, 2009, he has participated in many such races including the 3rd Himalayan Running and Living XC marathon (21 km) at high altitudes (8,700 ft) in Kinnaur, HP on May 2, 2014. He has also achieved a feat by trekking up to 10,000 ft (from Batseri Village to Mastrang ITBP Camp and back in 3 hr).

Saylee was diagnosed with mild mental retardation at birth but completed her studies. She had started learning Kathak at the age of nine. Later she joined Shiamak Davar’s dance institute in 2007 and trained in contemporary dance forms. She has been performing in various dance competitions, starting with Akhil Bharatiya Sanskrutik Sangh’s Multilingual Dance and Drama Competition. In 2010, she won a bronze medal at the 8th Global Olympiad Dance Competition in Bangkok.

Ranveer Singh SainiRanveer Saini (8)
The 14-year-old Ranveer, autistic by birth, is one of the youngest golfers at Special Olympics Bharat. He, along with his Unified partner Monica Jajoo, won the gold medal in Golf (Level 2) at the World Special Olympics held at Los Angeles in 2015, becoming the first Indian to do so. He also won two gold medals in his first representation in the Special Olympics Asia-Pacific Golf Masters at Macau in 2013 and another gold in 2014 (team).

Zamir Dhalezamir
Zamir is a deaf-blind person who cannot see, hear or talk but, through years of toil and by sheer grit he has overcome the disabilities to work as effectively as any other. Highly tech savvy, he communicates using a special software on his laptop/mobile. Working as a consultant with Sense International-India, he is actively involved in developing and implementing advocacy plans. He also heads Udaan, a national network for adult deaf-blind and multi-sensory impaired people in India.

Whilst working in the corporate sector in Kenya, he suffered a bullet injury which left him with a visual disability. He rejoined the corporate sector. He then moved to the disability sector and has been working for 13 years with disability rights as his core area of work. He has worked towards building legal knowledge of rights of persons with disabilities, supporting their advocacy by providing legal services and aid. He has challenged systemic violations by filing PILs in High Courts and the Supreme Court. He has authored a compendium titled Disability and the Law. In 2010 the Ministry of Social Justice and Empowerment nominated him to an expert committee constituted to draft a new disability law. He is now Asia Pacific head for the Disability Rights Promotion International.

KY VenkateshKY Venkatesh
Venkatesh is 4 ft 2 inch tall and due to his short stature had to face lot of difficulties but he braved all and decided to excel in sports and started off with chess in school. In 2005 he became the first Indian athlete to represent India at the IV World Dwarf Games. He won six medals in the Games – two gold, one silver and three bronze – in athletics and badminton games (singles and doubles). He is also the secretary of the Dwarf Sports Association of India.
Radhika Chand
radhikachand1Born with Down’s syndrome, Radhika studied in special schools in Delhi, Mumbai, Hong Kong and Sydney. In Sydney, she started painting using a combination of watercolors and acrylics. She has had 10 solo exhibitions since 1992 and participated in several group shows. She has been associated with the Vasant Valley School, Delhi for over 20 years – 15 years in the junior art department and later in the arts and crafts department for special children in the senior school. In 2012, Radhika was conferred the NCPEDP-Shell Helen Keller Award for ‘helping to create opportunities for employment for persons with disabilities’.
