JAMMU/SRINAGAR, Dec 3: On the World Disability Day today, various functions were organized across the State wherein speakers stressed the need for welfare and rehabilitation of physically challenged people so that they can also lead a dignified life
Besides these programmes, protest demonstrations also marked the day seeking a rehabilitation policy, education institutions, special recruitment drive and monthly pension etc for the physically challenged persons.
Shouting anti-Government slogans for its failure to protect the rights of the disabled persons, hundreds of disabled persons marched in Residency Road Srinagar and police foiled their march and detained several of them.
The protesting physically challenged persons said they have no access to opportunities like education, employment and other civil and political rights. Hundreds of disabled persons under banners of Jammu and Kashmir Handicapped Association (JKHA), Humanity Welfare Organization (HWO), All Jammu and Kashmir Association of the Deaf (AJKAD), Jammu and Kashmir State Welfare Association for the Blind (JK SWAB) and Voluntary Medicare Society (VMS) carried out the protest march. Students of Shafaqat Special School and Patients with Spinal Injuries also participated in the day long rallies along with prominent Doctors and Para Medical Staff.
In Jammu also, a protest demonstration was organized by J&K Association of Deaf in front of the Press Club Jammu. The protesters, led by the Association president Vijay Gupta raised slogans in support of their demands and later submitted a memorandum to the Government.
They demanded that the facilities like reservation in professional colleges, schools, Braille system, and free higher education should be provided to these students.
Reaffirming Government’s determination to create a barrier free environment for the people with disabilities, Minister for Social Welfare, Sakina Itoo, said that an effective mechanism is being evolved for an inclusive survey of the disabled for need based resource allocation and provisions in development schemes.
She was speaking at a function in connection with World Disability Day, organized by the National Federation of the Blind at residential school for sightless girls, Roop Nagar.
Director Social Welfare, M H Bhatti was the guest of honour on the occasion.
Highlighting efforts of the Government envisaging more facilities to the disabled, the Minister said that ramps are being built in various important places besides the matter of reservation for disabled persons in buses is also being taken up with the concerned authorities.
State president and general secretary of the Federation, Sanjay Gupta and R D Dubey spoke about the significance of the day besides activities of the school. A cultural bonanza was also presented on the occasion.
Minister for PHE, Irrigation & Flood Control, Sham Lal Sharma has stressed for more initiatives for the welfare and rehabilitation of physically challenged people so that they can also lead a dignified life.
They have equal right to live and progress in the society and this can be possible with the support of all sections, said the Minister, who was speaking at a function organized by the J&K Disabled Welfare Association to mark the World Disability Day at Akhnoor today.
He said by only observing the day once in a year will hardly serve any purpose but need of the hour is to do something concrete for the upliftment of disabled persons with collective efforts, he asserted.
Chairman, J&K Disabled Welfare Association, Akhnoor, Sushil Sharma highlighted the problems of the disabled people and requested the Minister for his personal attention to address these on priority.
International Day of Person with Disabilities was observed at auditorium of Women College Gandhi Nagar Jammu. The Event was organized jointly by Nirvana Academy & Disabled Care Foundation in collaboration with NSS unit of GCW Gandhi Nagar and was supported by the Bharti Infratel, Little millennium Playway School & Mindscapes Education & Environmental Trust.
The programme was chaired by Shantumanu Sinha, Divisional Commissioner Jammu, Dr Kiran Bakshi, Principal GCW, Gandhi Nagar along with senior journalist Sohail Kazami and educationist Akhila Sharma were the guest of honour.
A colourful multitalented programmes on cultural bonanza was presented by the disabled students of various schools along with Mohd Farooq from Poonch a young talented singer enthralled the audience.
The series of the events was divided into two parts. In first session an inter college symposium was organised on the topic Social/Media Responsibilities, Legal Remedies & Political will “ in Bringing National Trust Act 1999 in Jammu & Kashmir”.
A seminar was organized by Help age India in the premises of Jammu College of Physiotherapy here today. On the occasion, awareness was imparted regarding disability among elderly and the kind of help and support that can be rendered by physiotherapy to help them cope up with their disability. The team comprising of Dr Mairaj Muzaffar- State Physiotherapy Coordinator and Parshotam, Helpline Councilor threw light upon various aspects of disability and problems faced by them.
Satish Sharma, president LYC Jammu – Poonch, observed the World Disability Day with the differently abled children of Jammu Red Cross Home at Manda Wild Life on Tuesday. On the occasion Mr Sharma voiced for the rights of differently abled children and demanded that Government should make the system handicapped friendly and people should get all these rights as enshrined in United Nation’s Convention on the rights of Handicapped people.
A program was organised By Social Royal Voluntary Environmental Service (SRVES), a Socio environmental faction here at its Head quarters in the capital cities.
On this occasion CEO SRVES Er Mirza Idrees Ul Haq said that as per Census 2001, there are 302,670 persons with disabilities in J&K. More shocking is that less than 2 percent of persons with disabilities are educated and less than 1 percent are having employment. There is no evidence of school for blind, speech disabled and hearing disabled people in J&K, he lamented.
M C Khalsa College of Education observed World Disabled Day under the series of “International Volunteers Week”. The programme started with a pledge by the students to voluntarily serve the needy and disabled people throughout the year.
A detailed and informative powerpoint presentation on different category of disabled children, their needs and the preventive measures to be taken was given by Dr Madhu Singh, Principal of the college.
NSS volunteers performed a skit to show the contribution of the people in bringing disabled children in mainstream.
Education Department of Udhampur District organized a rally to commemorate the World Disability Day. A large number of the students of Government and private institutions took out a rally, which was flagged off by the Deputy Commissioner Yasha Mudgell. Students were raising slogans to provide assistance to this neglected section of the society and make them self dependent.
The rally after passing through the main markets, Dhar road, Salathia Chowk, Court road, Mukerjee Bazar, Goal Market and Dabber Chowk, calumniated at Mini Stadium Udhampur.
Several impressive but simple functions were held across the Valley in connection with International Day for Disabled today.
Composite Regional Centre Campus, Bemina organised a day long programme to observe the day. Among others the programme was attended by the officers, intellectuals, social activists, students and their parents.
The speakers on the occasion highlighted the role of society in the rehabilitation of differently abled persons so that they can live a dignified life and contribute towards the welfare of society.
District Administration Baramulla in collaboration with HOPE Disability Centre organised Disability Day at Baramulla. The speakers highlighted various issues related with the disabled and spoke about various schemes under implementation for the special class of the society.

Expressing dissatisfaction with the government policies and facilities provided to them, scores of disabled people took out rallies to register their protest on World Disability Day today.

Demanding rehabilitation, the protesters rallied across the City Centre, press colony and Lal Chowk with posters reading: "Construct schools for deaf", "Understand our sufferings".
Many non-government organisations (NGOs) launched campaigns and took out rallies to spread awareness among masses. A few NGOs staged protests, urging the government to provide better living conditions to the disabled.
Officials of Humanity Welfare Organisation Helpline (HWOH), an NGO fighting for the rights of disabled, said there were nearly 8 lakh people suffering from various disabilities in the state.
"The government has adopted charity-based approach towards handicapped. It is providing a stipend of only Rs 400 a month to them," the HWOH spokesperson said.
The All Jammu and Kashmir Association of the Deaf urged the government to build schools that could impart technical training to the disabled so that they could support themselves.
"There is only one private school for deaf and dumb and that, too, is in bad shape. We want the government to open schools for these people so that they don't feel alienated," said one of the activists.
Voluntary Medical Society (VMS), another NGO, launched a signature campaign across all public hospitals in the city to spread awareness about the condition of disabled. "The government has to play an important role in mitigating the sufferings of physically challenged who are being neglected by society," said the organiser of the campaign.
Dr Mushtaq Margoob, a psychiatrist, said it was essential to inculcate confidence in the disabled so that they start appreciating their abilities to lead self-dependent lives.

Claiming that there has been no rehabilitation policy for the deaf and dumb in the state, the J&K Association of Deaf and Dumb on the occasion of World Disability Day today staged a protest rally in support of their demands.

Vijay Kumar Gupta, president of the association, while addressing the rally, said as per the J&K Persons with Disabilities, Equal Opportunities and Full Participation Act of 1998, 3 per cent quota for the handicapped in government jobs and opening of schools for them in each district had been provided, but the state government was yet to implement it properly.
He added that the state government had faltered miserably in providing employment opportunities to the physically challenged persons candidates claiming that they had to meet certain minimum criteria in the form of qualification/expertise.
"Though for the last few decades, slow and uneven progress has been made to address these issues by the government, but continuous action at all levels is needed to ensure that physically challenged persons enjoy full and equal participation. The state government needs to set up a vocational training centre to train the deaf and mute children in various trades like electronics, automobile, mechanics, textile, designing etc," Vijay Gupta maintained.
Meanwhile, the J&K Handicapped Welfare Association submitted a memorandum of demands to the Chief Minister on the eve of World Disability Day.
The association in its memorandum appealed to the government to implement 3 per cent promotion and transfer policy for physically challenged employees, appointment of a full-time Disability Commissioner, reservation in professional colleges and declaration of World Disability Day as a holiday for all physically challenged persons working in government departments.
The association also demanded to set up an advisory board on physically challenged persons and health cover with special package for them.
World Disability Day was also observed at the Government College for Women (GCW), Gandhi Nagar. The event was jointly organised by the Nirvana Academy and Disabled Care Foundation in collaboration with the NSS unit of the college.
Shantmanu Sinha, Divisional Commissioner, Jammu, and Prof Kiran Bakshi, Principal, GCW, Gandhi Nagar, besides other dignitaries were present at the function, which began with the lighting of lamp and followed by welcome address by Prof Kiran Bakshi.
An inter-college symposium was organised wherein the winners and participants received trophies and certificates of participation.

Workshop on Disability Rights

A high level meeting of educated persons with disabilities  of SAEPU was held at Humanity Welfare Organization HELpline Biijbehara on 25th September 2013. Around 30 Educated youth with disabilities from kulgam, anantnag, pulwama, Budgam, Srinagar and Baramulla districts participated in the meeting. The participants Highlighted the issues of disability including:
fake disability certificates issued by medical boards.

In addition to the meeting a comprehensive stock of working of Zaiba Aapa Institute of Inclusion was taken by the Director Life Long Learning, University of Kashmir Dr. Ghulam Hassan Mir. Programme officer DLL Jenab  Nazeer A Ganaie and Assistant professor Distance Education Department University of Kashmir - Dr. Mohammad Altaf Ahangar.

The students of Zaiba Aapa Institute of Inclusive education presented a group song and demonstrated Braille and Sign language methods of education. Whole audience was touched with the performance of these children with special needs.

Woolens donated by Arnimal a Delhi NGO were distributed by director llife long learning University of Kashmir among 70 children with special needs. Director announced that proposal for short term courses of livelihood generation for youth with disabilities will be accepted on priority when put forward by Humanity Welfare organization. HELpline.

Secretary Social Welfare, Gazzanfer Hussain, Director Social Welfare, Kashmir Farooq Ahmad Khan were also present on the occasion.
The Minister said that every effort is being made by the Government to improve the life of the disabled, adding that various schemes launched across the State for the welfare of this section of the society need to be extended to every such person. She said Government is aware about their problems, adding that an Expert Committee, apart from the State level Coordination Committee, stands already set up to look into the probleof these persons.
Stressing for strict implementation of the Act, the Minister said that Expert Committee has to play its role in order to mitigate the sufferings of this section of the society.
Describing service to such persons as a noble job, the Minister said that it is our collective social responsibility to come forward for their help. While emphasizing on maintaining close coordination between the NGOs working for their cause, Itoo asked representatives to sit together and come up with a joint proposal so that necessary relevant amendments are effected in the Act. 
 Sakina asked Secretary, Social Welfare to re-examine the Expert Committee and submit a detailed report after taking a meeting with the members of the Committee so that matter is taken up with the Chief Minister and subsequently put before the Cabinet for approval.
Appreciating the suggestion put forward by the representatives, the Minister asked Director Social Welfare to collect the details of all the NGOs working in this field in order to segregate genuine and fake NGOs. “Genuine ones would be encouraged while fake ones blacklisted” she added.
Earlier, the representatives of the NGOs apprised the Minister about the problethe persons with disability face in their day to day life. They demanded amendment in the Government order regarding reservation quota for them in jobs, removal of impediments hampering their selection, enhancement of honorarium to those having spinal defect and remain confined to beds, constitution of Sub-committee in accordance with the provisions of the Act, payment of grant in aid  to genuine NGOs, job identification, construction of ramps in every Government department, health institutions, educational institutions and transport facilities besides clearance of pending cases and issues with Director Social Welfare.
Representatives of Sultan-ul-Arifeen Artificial Limb and Caliper Fitment Centre, HOPE Disability Centre also informed the meeting about their future programmes and sought participation of all NGOs in them.

KU's DLL reaches out to Differently Abled

BIJBEHARA — In an effort to sensitise people for the rights of differently abled population of Kashmir valley, the Directorate of Life Long Learning, University ofKashmir and Arnimaal in collaboration with the Humanity Welfare Organisation Helpline today organised one day counselling cum capacity building programme.
The one day long programme was held at Zaiba Aapa Institute of Inclusive Education of south Kashmir’s Bijbihara Township.
Speaking at the function, Director, Directorate of Life Long Learning, University of Kashmir, Dr G.H Mir said that the directorate was involved in multi-dimensional need based vocational courses for all sections of the community. He said they will soon offers some vocational and job orientated courses for the differently abled population of the Valley.
“We as a society have lot of responsibilities towards differently abled people of Kashmir. Our first priority should be to sanitise the society towards their rights and duties so that they are not forgotten,” he said.
The Director urged the stakeholders to come up with a proposal for starting exclusive courses for the differently abled educated youth of Kashmir.
“We want to come very much closer to you by introducing various innovative and vocational courses and other updated programmes,” he added.
He said that the Directorate has many advantages when compared to conventional teaching Departments as it focuses on the provision of continuing education for the changing world of work.
“We provide a series of continuing education courses, trainings programs to equip the talent with the self-employment skills to lead them to be the best entrepreneurs of the future,” he said.
During the programme, the participants were counselled about various trends and innovations in the disability sector. They were also donated with the woollen sweaters and other gift items.
On the occasion, Chairman, Humanity Welfare Organisation Helpline (NGO) Bijbehara, Javeed Ahmad Tak said the status of differently abled people was dismal in the state. He said more and more productive work needs to be done to make their living better.
“We have identity crisis and government doesn’t seem to be bothered about our sufferings and rights,” Tak said.
“We have to strive hard for getting our rights. We at the same time need to sensitize  the administration in bringing our demands in focus,” he said.
Stating that the already battered lot needs to create their role models and aware people at the helm of affairs about their rights, Project officer, DLL, KU, Nazir Ahmad Ganaie said “In order to make this lot productive, we have to be sensitive enough about their rights and duties”.
He said that the various institutions of the society need to pool their efforts to see smiles on their faces.

Srinagar, Aug 20: Minister for Social Welfare Sakina Itoo on Tuesday directed Director Social Welfare department Farooq Ahmad Khan to prepare a list of fake Non-Governmental Organisations in the state so that they would be blacklisted.
 This direction was passed on to the director SWD during a meeting of representatives of various NGOs with Sakina.
 “Director Social Welfare will collect the details of all the NGOs in order to segregate genuine and fake NGOs. Genuine ones would be encouraged while fake ones blacklisted,” she added.
 She said every effort was being made by the Government to improve the life of the disabled, adding that various schemes launched across the State for the welfare of this section of the society need to be extended to every such person.   The amount will be utilized for expanding and completing the ongoing construction work of two orphanages run by J&K Yateem foundation. The Minister handed over a Cheque of Rs 10 Lakh for Baitul Hilal, Chawalgam Kulgam and another Cheque of Rs 15 lakh for Baitul Hilal, Hudri Kishtwar to the Chairman

SRINAGAR: A large delegation of the J&K Handicapped Association, Srinagar, called on Mr. N. N. Vohra, Governor, at Raj Bhavan here today and presented to him a Memorandum of their problems and demands.
The demands presented by the 11-member delegation led by Mr. Abdul Rashid Bhat, President of the Association, included, interalia, provision of land for construction of office of the Association, providing a specially designed vehicle to the Association suitable for meeting the requirements of the physically challenged, enhancement of monthly pension, free education to the children of physically challenged persons and establishment of an Advisory Board for Handicapped in the State. Other demands included bringing physically challenged under the ambit of Antyodaya Anna Yojana and setting up a separate Directorate for Disability Affairs in J&K.

Interacting with the delegation, the Governor observed that he would address the Chief Minister in regard to the establishment of an Advisory Board for Handicapped in the State as well as about the other issues raised by them.
Mr. Navin K. Choudhary, Principal Secretary to the Governor, was present in the meeting.

ANANTNAG, JUNE 5:- Minister for Youth Services and Sports, Taj Mohi-ud-Din today announced a cash donation of Rs. one Lakh to Humanity Welfare Organisation (HWO) Bijbehara for infrastructure development of the school run for differently- abled children.
Minister who was Chief Guest on the occasion of children’s sports festival organised for children with special needs (CWSN) by the HWO at Government Degree College (Boys) Anantnag.

Speaking on the occasion the minister said that these children are part and parcel of our society and it is our duty to provide them with equal rights and opportunities. He praised the efforts of welfare society for working for the persons with disabilities. Lauding role of the HWO chairman, Javaid Ahmed Tak for his untiring efforts which brought up the NGO to this level, the minister said that these type of sports festivals help to boost the morale of CWSN besides their physical development.Announces one lakh for Humanity Welfare Organisation HELPLINE NGO

A galaxy of sports events which included cricket, tug of war, skipping and dance chairs were played before a huge gathering of students and people from different walks of life. Teams from a large number of schools across the valley participated in the festival.
Minister distributed the trophies and mementoes among the winner teams and also directed Director Youth Service and Sports for providing all necessary infrastructure with respect to sports material to the special school run by HWO. 
District Development Commissioner Anantnag, Dr. Farooq Ahmad Lone, CEO Pahalgam Development Authority, N H Wani and famous cricket player of the valley Parveiz Rasool were also present on the occasion.
